Any agency in the network can deliver them, so capacity is never one firm deep and a client is never waiting on a single team. Membership is gated on delivery record. Membership stays gated because scope discipline is the product.
PHASE 01Shared capacity
Any vetted agency in the network can take an order against the published scope and rate. Every order runs the escrow and approval flow end to end.
PHASE 02Category depth
More agencies are invited into categories where buyer demand already exists. They deliver Refogo packages at Refogo rates with no variation in scope.
PHASE 03Open applications
Applications open with a vetting gate. Quality stays controlled because supply is curated rather than open.
